México tras las rejas. La crisis del sistema penitenciario

Resumen
hasta la fecha, los intentos por frenar la tendencia al aumento en la incidencia delictiva en México han fracasado. Hemos dejado crecer un monstruo que rebasa por mucho la actual capacidad de nuestras instituciones para investigar, procesar y/o tratar a los delincuentes, por tanto, es forzoso apuntar hacia la prevención. Está claro que hablamos de un problema
que involucra muchos elementos; personalidad, desigualdad social, pobreza, falta de oportunidades, desempleo, educación inadecuada, corrupción, adicciones y otras problemáticas. Identificar las causas del delito, tomando en cuenta las particularidades de cada caso y las similitudes entre grupos
es indispensable para atender a este problema de manera eficiente. Es en el sistema penitenciario donde podemos acceder a dicha información, realizar investigaciones pertinentes e intervenir con quienes no se han ajustado a las
normas. Pero nuestro sistema penitenciario está sobre poblado y en condiciones crÃticas; cada vez hay más internos y más reincidentes, a pesar de que se denuncia, investiga e identifica menos a los delincuentes. Aumento de delitos, impunidad, sobrepoblación carcelaria y reincidencia son elementos de un cÃrculo vicioso. Una vÃa de entrada para desmantelar este problema es la reestructuración y despresurización del sistema penitenciario. Se necesitan
cambios que permitan utilizar productivamente los recursos de los que se dispone y en apego a los derechos de los internos, también aprovechar su capacidad productiva, para su propio beneficio y el de la sociedad.
Abstract
To date in mexico attempts to curb the trend to increase the incidence of crime have failed. We have allowed a monster to grow that far exceeds the current capacity of our institutions to investigate, process and / or treat criminals, therefore, it is necessary to aim for prevention. It is clear that we are talking about a problem that involves many elements;
personality, social inequality, poverty, lack of opportunities, unemployment, inadequate education, corruption, addictions and other problems. Identifying the causes of crime, taking into account the particularities of each case
and the similarities between groups is essential to address this problem efficiently. It is in the penitentiary system where we can access this information, conduct relevant investigations and intervene with those who have not adjusted
to the standards. But our penitentiary system is overpopulated and in critical conditions; there are more and more inmates and repeat offenders, despite the fact that they denounce, investigate and identify criminals less. Increased crime, impunity, prison overcrowding, and recidivism are elements
of a vicious circle. One way of entry to dismantle this problem is the restructuring and depressurization of the penitentiary system. Changes are needed to make productive use of the available resources and in accordance with the rights of the inmates, also to take advantage of their productive capacity, for their own benefit and that of society.
